Why this site leads with parcel records

Winter Springs equipment does not fail at random. It fails in cohorts.

Half this city, 51.2% of it, about 6,808 of 13,297 residential parcels, went up between 1970 and 1989. Only 2.6% predates 1970 — the lowest share of the seven incorporated Seminole County cities, because Winter Springs barely existed before then. It was incorporated in 1959 as the City of North Orlando with 609 residents, renamed in 1972, and reached 22,151 people by 1990.

That history shows up in the parcel file as unusually tight build windows. Of the twenty largest subdivisions in the city, 13 have a middle half built within a two-year span, covering 2,314 parcels. In 3 of them — 482 parcels — the 25th percentile, the median and the 75th percentile are all the same single year. Those streets were built together, so their original equipment was installed together, and replacement has clustered ever since.

This is not a claim that Winter Springs has the oldest housing in the county. It does not — Altamonte Springs, Longwood and Casselberry all have a higher 1970s–80s share, and the comparison table shows the ranking. What Winter Springs has is granularity: 224 named subdivisions, most of them built in one push.

Shaded rows are two years or less — a replacement cohort.

A build year is not an equipment age. It tells you the design era and it tells you your neighbours are probably on the same clock. What is actually in your yard right now is a question the nameplate answers, and we read it on every visit.

Duke’s rebate has a prerequisite that disqualifies most people who find out late

Electric service inside the Winter Springs city limits is Duke Energy Florida, not FPL and not OUC, so Duke’s Home Energy Improvement rebates are the ones that apply to you. The catch: a free Home Energy Check must already have been completed within the previous 24 months, and the upgrade has to follow a recommendation from it. Replace the system first and apply afterwards and you are denied. For an emergency replacement Duke allows the Home Energy Check to be completed within 12 months after installation instead — which is the only route back if your compressor has already failed.

The rebate tiers, and why townhome owners get a lower cap

The order matters

  1. Home Energy Check first. Free, from Duke. It has to be within the previous 24 months.
  2. Then the recommendation. The upgrade must follow from it.
  3. Then the install — permitted, by a licensed contractor.
  4. Then the rebate application, online through Duke’s portal.

Permits

Your address decides the desk, and a 32708 ZIP does not settle it

Winter Springs runs its own Building Division and issues its own mechanical permits, through the City’s Tyler EnerGov Civic Access portal. But ZIP 32708 reaches past the city limits into unincorporated Seminole County — including the Black Hammock area on the south shore of Lake Jesup — and into parts of Casselberry, Longwood and Oviedo. Those addresses permit with Seminole County at 1101 East First Street in Sanford instead. Filing at the wrong counter means a rejected application and a delayed inspection on a house with no cooling.

And one correction worth making early: Florida’s new $7,500 permit exemption under HB 803 (2026) does not apply to an AC changeout at any price — it expressly excludes mechanical and electrical work, s. 553.79(1)(g)2.b., Fla. Stat. What HB 803 did and did not do
