HVAC costs in Winter Springs, Florida

A full AC replacement in the Orlando metro runs roughly $6,000 to $10,500 for an ordinary 3-ton system and $10,500 to $15,000 or more for 4 to 5 tons; common repairs run $80 to $450. Inside Winter Springs city limits add the City mechanical permit — $180 on an $8,000 job. Researched ranges and a published fee, not our prices.

Read this before you use any number on this page

These are researched market ranges, not our prices and not a quote. The dollar figures come from published third-party cost guides — named and linked at the foot of the page — plus one figure that is not a range at all: the City of Winter Springs’ own published mechanical permit fee. They are here so you can tell whether a quote you have been handed is in the ordinary range for this work. No two houses in Winter Springs cost the same to do, and we do not quote a job before we have seen it.

The Winter Springs line item

Inside the city limits the residential mechanical permit is $40 for contract value up to $1,000, then $60 plus $15 per $1,000 or portion thereof. That is $180 on an $8,000 changeout, $240 on $12,000 and $285 on $15,000. Because of “or portion thereof”, an $8,500 job is charged as nine thousands, not eight and a half.

It is not the $12 per $1,000 figure that circulates locally — that is the City’s building permit fee and does not apply to a changeout. If a Winter Springs quote carries a $400 “permit allowance”, ask what the other $200 is for.

If your 32708 address is actually unincorporated Seminole County — Black Hammock, or a pocket that sits in Casselberry, Longwood or Oviedo — this fee does not apply and the County issues the permit instead. Which desk is mine?

How to read this

One published fee, and a lot of moving parts

Every dollar figure on this site is a researched third-party range with a named source and a date, plus one figure that is not a range at all: the City of Winter Springs’ published residential mechanical permit fee, $180 on an $8,000 changeout. That is the anchor. Whatever a contractor quotes you, inside city limits the permit line is arithmetic you can check.

The rest of the numbers move with the house. Winter Springs’ 13,297 improved residential parcels have a median living area of 1,827 sq ft and a median build year of 1988, and both push a quote around more than the brand on the box does. A 1,088 sq ft Casa Park Villas Ph 2 townhome from 1985 is not the same job as a 2,686 sq ft Tuscawilla Unit 14B house from 1988 with a pool cage in the side yard, and it should not carry the same price.

Before you compare any number on this page, read the rebate order of operations. Duke Energy requires a free Home Energy Check within the previous 24 months before the equipment is installed. Replace first and apply afterwards and the claim is denied — on a strip-heat house, which is most of the 51.2% of Winter Springs built 1970–89, that is up to $1,000 thrown away.

Winter Springs is neither the cheapest nor the dearest desk in the county. Because the fee scales with contract value, a $14,000 high-efficiency heat pump carries $270 of permit here against a flat $200 in Casselberry — and a $6,000 builder-grade swap carries $150. It is a small number, but it is the one number on your quote a homeowner can verify in thirty seconds.

Neighbouring-city fees are from each city’s own published schedule, linked below, captured September 2026. Percentage-based fees are worked against a $9,000 contract for comparison only.

The order matters

Duke Energy requires a free Home Energy Check completed within the previous 24 months, before the equipment is installed. Replace first and apply afterwards and the claim is denied. For an emergency replacement Duke allows the Check within 12 months after installation instead — the only route back once a compressor has already failed.

  1. Home Energy Check first. Free, from Duke.
  2. Then the recommendation it produces.
  3. Then the permitted install by a licensed contractor of your choosing.
  4. Then the application, through Duke’s Florida portal.
