Townhomes

Townhome AC replacement in Winter Springs, Florida

Four of Winter Springs’ twenty largest subdivisions are townhome plats — Casa Park Villas Phases 1 and 2, Heritage Park and Jesups Reserve, 643 parcels — and Duke Energy classes townhomes as multifamily, capping the HVAC rebate at up to $600 rather than $1,000. Smaller loads, tighter access, same City permit.

The plats

Where Winter Springs’ townhomes are

Four of the twenty largest subdivisions in Winter Springs are townhome plats, and between them they are 643 parcels:

Two of them are the tightest cohorts in the city. Casa Park Villas Phase 1 and Phase 2 have a 25th, 50th and 75th percentile build year of 1984 and 1985 respectively; Heritage Park Townhomes is all 2005. Every original system on those streets went in within a year of its neighbours, and replacement has clustered ever since.

What changes

Rebate cap, access, size and the association

The rebate cap

Duke Energy classes townhomes as multifamily, which caps the HVAC replacement rebate at up to $600 rather than the $1,000 single-family top tier. For Casa Park Villas, built in the strip-heat era, that is the difference between the two headline tiers on the same conversion. The Home Energy Check prerequisite applies either way.

Three other things change on an attached home. Access: the air handler is often in an interior closet or a small attic hatch, and the condenser pad sits in a shared side yard or a patio, so the changeout is planned around clearances the plat fixed in 1984. Size: Casa Park Villas medians are 1,088 and 1,156 sq ft with two shared walls — a 2-ton load, and a 3-ton quote should be questioned. The association: under s. 720.3035, Fla. Stat., as amended by HB 803, an HOA’s architectural review may not require a building permit as a prerequisite; the permit still comes from the City, and the association’s say is over placement and screening, not the equipment.

The City mechanical permit is the same schedule as a detached house: $150 on a $6,000 job, $180 on $8,000. Jesups Reserve and Heritage Park sit in the Town Center area inside the city limits; confirm any address on the permit guide before assuming.
